Details:  The WSDL Editor is a graphical tool that enables you to create and edit WSDL definitions of Web services. It facilitates the creation of Web Services Description Language (WSDL) files and manages your WSDL file syntax and validation. This enables you to generate and maintain Web service descriptions rapidly and accurately.

If you are developing your Web service from the ground up (that is, without any existing back-end components), you can begin your Web service development by defining your Web service within a WSDL file. For example, you can begin by identifying the operations required for each business function, the messages or parameters associated with each operation, and the network endpoints that process the requests. Alternatively, you could begin by creating operations from message definitions (for example, by writing Web services that use and consume Financial Products Markup Language--FpML). The WSDL Editor provides an interface for defining each of these elements and for editing existing WSDL files.
