Commercial licence gives you access to the Source code for compiling into your own Applications. Distributing the source code there is no licence for.
Non-commerical licence is fine for apps that are intended to be commercial, but haven't yet been sold. If you want to sell any programs that use XML Engine, you will have to upgrade. This makes it possible to preview XML Engine with the Non-Commercial version.
